In the afternoon on August 31, the fifth session of the Thirteenth National People's Congress of China held the closing meeting on which the Soil Pollution Prevention & Control Law was approved unanimously with 171 votes. In this Law, it is stipulated that for the soil pollution harmful to the national benefit or public benefit, the relevant authority and organization can bring a lawsuit to the People’s Court in accordance with Environmental Protection Law, Civil Procedure Law, Administrative Procedure Law and other laws and provisions. This Law came into effect on January 1, 2019.
Recently, the soil pollutions have often happened in China. Just in the middle of 2018, many soil pollutions happened, including but not limited to huge acid puddle in Changde, Hunan, overflow of strong-acid and high-toxic liquid in Wuhai, Inner Mongolia, and lead pollution in Jiangxi Industrial Park. Those pollutions are expensive in governance, and damage the life and property safety of people seriously. The issuance of Soil Pollution Prevention & Control Law will greatly urge the future soil environment protection and pollution control in China.
